The Forum felt that the requirement for Level 1 should be CLDs for current cataloging, rather than all holdings, and that a retrospective cataloguing policy is in place and progress can be demonstrated.    Clarification is also required on whether this section refers to catalogues, which should be compatible with approved standards, or finding aids generally - many of which are developed locally as an aid to using particular records and reflect local practice rather than national standards.
