Highest ranking algorithm improvements

To improve the highest ranking algorithm so that it ranks ideas not only by star rating, but also by number of people rating and perhaps even number of comments.
Why the contribution is important
Because at the moment some people complain that their idea is pushed off the top rating spot by new entries that only have one vote (whereas their's may have 1000's)
