Improved idea navigation

We need to improve the navigation and viewing of the "highest rated" and "most commented" idea pages, as at the moment you can only see the top 5, and if you click "view all" you see "all" not "all the highest rated" (if that makes sense!)
Why the contribution is important
Because at the moment the navigation of ideas is a little limiting in this way.
