To create a "pre-moderation" version, which means that all ideas / comments have to be set live by the moderator.  You could create two levels of pre-moderation:

1) Pre-moderation of ideas

2) Pre-moderation of comments

This is important because some people are nervous about what people say.  You could, for example, allow moderators to set the consultation to "pre-moderation" at night, and then set it to "post-moderation" during the day - when moderators can react more quickly . . .
