Tagging

1. Don't allow users to tag other people's ideas.
2. When a user uploads an idea, make tagging more obvious, or even compulsory, perhaps give them a drop down list of tags to choose from, with an 'other' option if they want to create their own. The drop down list could be a mix of tags we've defined and that exsisting users have already used.
Why the contribution is important
1. One of the main modertion issues was users putting offensive tags on other people's ideas. We had several emails about it.
2. Many didnt tag their idea which made reporting even more difficult. Of those that did, there were so many variations and spelling mistakes etc that they werent that useful.

We had many duplicative tags that I would have liked to condense. I could remove the duplicative tags, they would disappear from the tag cloud, but when a user went to tag an idea, the deleted tag would pop up as an option making it that much more difficult to maintain a useful tag cloud.
The tags did lose much of their use as users would use tags inappropriate - for example the human rights tag and the justice tag brought up all sorts of things.
Also in the end there were so many tags that a) they were very difficult to moderate and b) if you wanted to tag something it jammed up the system for a while as it pulled up all the existing tags it could possibly relate to.
