I think all government organisations should use Delib's Dialogue App. 

Well, I would say that, wouldn't I?  But then, of course, we genuinely back our work.  I'm by no means suggesting it should be the totality of their online engagement/participation work, nor that it will be appropriate for all processes but it is a proven, simple and affordable way to run productive online discussions.

Even if it's just a toe in the water, a taster to see how this kind of process might work, it's a step towards better, more participative online governance.
